Retrieve all threshold configurations for a ship by IMO number.
Returns a list of all configured thresholds including:
- type: The type of threshold (e.g., ME_LOAD_UPPER, AUX_CONSUMPTION_UPPER)
- value: The configured threshold value
- duration_in_days: Minimum duration for a violation to be triggered
- data_source_preference_strategy: The data source preference for comparison
